<p>On his administration&#8217;s efforts to pursue peace, Netanyahu said, <em>“We are totally serious about our talks with the Palestinians: I am ready to go to Ramallah to negotiate with (Palestinian President Mahmoud) Abbas. Moving forward with negotiations is the only way to peace, and the Israeli people want peace. We need peace, and we need a Palestinian state that will live in peace with us. I hope that Abbas will seize the opportunity.”</em></p>
<p>His comments came just days after the Palestinian delegation quit preliminary bilateral peace talks hosted by Jordan&#8217;s King Abdullah II in Amman.</p>
<p>On Iran, the PM responded, <em>“Iran is developing nuclear weapons in order to control the entire Middle East and beyond. This is a direct threat to peace.”</em></p>
<p>By most accounts, Israel is frustrated by the slow implementation of tougher international sanctions against Iran over its nuclear program, the purpose of which, the International Atomic Energy Agency (IAEA) concedes, may not be strictly peaceful.</p>

<p>In response to a question about Israel&#8217;s position on the Arab Spring, Netanyahu replied: <em>“We want to see democracy in the Arab world and we hope it will happen. There are many false views about Israel in the Arab world &#8211; many Arabs are unaware that Arab Israelis sit as members of the Israeli parliament and the government and they enjoy full rights.”</em></p>
<p><em>“There is a misconception regarding Israel’s will to have peace,”</em> continued Netanyahu. <em>“This is why I’m talking to you over the Internet, and inviting you to come and visit us. Everyone who visited us in the past changed his view.”</em></p>
<p>The Israeli PM&#8217;s Arabic Facebook page has so far received over 20,000 ‘likes’.</p>

In the face of such complex problems, it is difficult to see where the capacity lies to address these challenges.” Political processes seem wholly inadequate; the potential for nuclear weapons use in regional conflicts in the Middle East, Northeast Asia, and South Asia are alarming; safer nuclear reactor designs need to be developed and built, and more stringent oversight, training, and attention are needed to prevent future disasters; the pace of technological solutions to address climate change may not be adequate to meet the hardships that large-scale disruption of the climate portends.</p>

<p style="text-align:left;">53. <span style="color:#000000;">The Agency has serious concerns regarding possible military dimensions to Iran’s nuclear programme. After assessing carefully and critically the extensive information available to it, the Agency finds the information to be, overall, credible. The information indicates that Iran has carried out activities relevant to the development of a nuclear explosive device. The information also indicates that prior to the end of 2003, these activities took place under a structured programme, and that some activities may still be ongoing.</span></p>

<h3 style="text-align:center;"><strong><span style="color:#000000;">The Ottawa Protocol<br />
on Combating Antisemitism</span></strong></h3>
<p style="text-align:center;"><span style="color:#ffffff;">.</span></p>
<p style="text-align:center;"><strong>Preamble</strong></p>
<p>We, Representatives of our respective Parliaments from across the world, convening in Ottawa for the second Conference and Summit of the Inter-parliamentary Coalition for Combating Antisemitism, note and reaffirm the London Declaration on Combating Antisemitism as a template document for the fight against antisemitism.</p>
<p>We are concerned that, since the London Conference in February 2009, there continues to be a dramatic increase in recorded antisemitic hate crimes and attacks targeting Jewish persons and property, and Jewish religious, educational and communal institutions.</p>
<p>We remain alarmed by ongoing state-sanctioned genocidal antisemitism and related extremist ideologies. If antisemitism is the most enduring of hatreds, and genocide is the most horrific of crimes, then the convergence of the genocidal intent embodied in antisemitic ideology is the most toxic of combinations.</p>
<p>We are appalled by the resurgence of the classic anti-Jewish libels, including:</p>
<p>-       The Blood Libel (that Jews use the blood of children for ritual sacrifice)</p>
<p>-       The Jews as “Poisoners of the Wells” – responsible for all evils in the world</p>
<p>-       The myth of the “new Protocols of the Elders of Zion” – the tsarist forgery that proclaimed an international Jewish conspiracy bent on world domination – and accuses the Jews of controlling government, the economy, media and public institutions.</p>
<p>-       The <em>double entendre</em> of denying the Holocaust – accusing the Jews of fabricating the Holocaust as a hoax – and the nazification of the Jew and the Jewish people.</p>
<p>We are alarmed by the explosion of antisemitism and hate on the Internet, a medium crucial for the promotion and protection of freedom of expression, freedom of information, and the participation of civil society.</p>
<p>We are concerned over the failure of most OSCE participating states to fully implement provisions of the 2004 Berlin Declaration, including the commitment to:</p>
<p>“Collect and maintain reliable information and statistics about antisemitic crimes, and other hate crimes, committed within their territory, report such information periodically to the OSCE Office for Democratic Institutions and Human Rights (ODIHR), and make this information available to the public.”</p>
<p>We are concerned by the reported incidents of antisemitism on campuses, such as acts of violence, verbal abuse, rank intolerance, and assaults on those committed to free inquiry, while undermining fundamental academic values.</p>
<p>We renew our call for national Governments, Parliaments, international institutions, political and civic leaders, NGOs, and civil society to affirm democratic and human values, build societies based on respect and citizenship and combat any manifestations of antisemitism and all forms of discrimination.</p>
<p>We reaffirm the EUMC – now Fundamental Rights Agency (FRA) – working definition of antisemitism, which sets forth that:</p>
<p>“Contemporary examples of antisemitism in public life, the media, schools, the workplace, and in the religious sphere could, taking into account the overall context, include, but are not limited to:</p>
<ul>
<li>Calling for, aiding, or justifying the killing or harming of Jews in the name of radical ideology or an extremist view of religion.</li>
<li>Making mendacious, dehumanizing, demonizing, or stereotypical allegations about Jews as such or the power of Jews as collective – such as, especially but not exclusively – the myth about a world Jewish conspiracy, or of Jews controlling the media, economy, government or other societal institutions.</li>
<li>Accusing Jews as a people of being responsible for real or imagined wrongdoing committed by a single Jewish person or group, or even for acts committed by non-Jews.</li>
<li>Denying the fact, scope, mechanisms (e.g. gas chambers) or intentionality of the genocide of the Jewish people at the hands of National Socialist Germany and its supporters and accomplices during World War II (the Holocaust).</li>
<li>Accusing the Jews as a people, or Israel as a state, of inventing or exaggerating the Holocaust.</li>
<li>Accusing Jewish citizens of being more loyal to Israel, or to the alleged priorities of Jews worldwide, than to the interests of their own nations.</li>
</ul>
<p>Examples of the ways in which antisemitism manifests itself with regard to the State of Israel taking into account the overall context could include:</p>
<ul>
<li>Denying the Jewish people their right to self-determination, e.g., by claiming that the existence of a State of Israel is a racist endeavour.</li>
<li>Applying double standards by requiring of it behaviour not expected or demanded of any other democratic nation.</li>
<li>Using the symbols and images associated with classic antisemitism (e.g. claims of Jews killing Jesus or blood libel) to characterize Israel or Israelis.</li>
<li>Drawing comparisons of contemporary Israeli policy to that of the Nazis.</li>
<li>Holding Jews collectively responsible for actions of the State of Israel.</li>
</ul>
<p>However, criticism of Israel similar to that levelled against any other country cannot be regarded as antisemitic.</p>
<p>Let it be clear: Criticism of Israel is not antisemitic, and saying so is wrong. But singling Israel out for selective condemnation and opprobrium – let alone denying its right to exist or seeking its destruction – is discriminatory and hateful, and not saying so is dishonest.</p>
<p><span style="color:#ffffff;">.</span></p>
<p><strong>Members of Parliament meeting in Ottawa commit to:</strong></p>
<ol>
<li>Calling on our Governments to uphold international commitments on combating antisemitism – such as the OSCE Berlin Principles – and to engage with the United Nations for that purpose. In the words of former U.N. Secretary-General Kofi Annan, “It is […] rightly said that the United Nations emerged from the ashes of the Holocaust. And a Human Rights agenda that fails to address antisemitism denies its own history”;</li>
<li>Calling on Parliaments and Governments to adopt the EUMC Working Definition of Antisemitism and anchor its enforcement in existing law;</li>
<li>Encouraging countries throughout the world to establish mechanisms for reporting and monitoring on domestic and international antisemitism, along the lines of the “Combating Antisemitism Act of 2010” recently introduced in the United States Congress;</li>
<li>Encouraging the leaders of all religious faiths – represented also at this Conference – to use all means possible to combat antisemitism and all forms of hatred and discrimination;</li>
<li>Calling on the Parliamentary Forum of the Community of Democracies to make the combating of hatred and antisemitism a priority in their work;</li>
<li>Calling on Governments and Parliamentarians to reaffirm and implement the Genocide Convention, recognising that where there is incitement to genocide, State parties have an obligation to act;</li>
<li>Working with universities to encourage them to combat antisemitism with the same seriousness with which they confront other forms of hate.  Specifically, universities should be invited to define antisemitism clearly, provide specific examples, and enforce conduct codes firmly, while ensuring compliance with freedom of speech and the principle of academic freedom.  Universities should use the EUMC Working Definition of Antisemitism as a basis for education, training and orientation. Indeed, there should be zero tolerance for discrimination of any kind against anyone in the university community on the basis of race, gender, religion, ethnic origin, sexual orientation or political position;</li>
<li>We encourage the European Union to promote civic education and open society in its European Neighbourhood Policy (ENP) and to link funding to democratic development and respect for Human Rights in ENP partner countries;</li>
<li>Establishing an International Task Force of Internet specialists comprised of parliamentarians and experts to create common indicators to identify and monitor antisemitism and other manifestations of hate online and to develop policy recommendations for Governments and international frameworks to address these problems;</li>
<li>Building on the African representation at this Conference, to develop increased working relationships with parliamentarians in Africa for the combating of racism and antisemitism;</li>
<li>We urge the incoming OSCE Chair, Lithuania, to make implementation of these commitments a priority during 2011 and call for the reappointment of the Special Representatives to assist in this work.</li>
</ol>

<p style="text-align:center;"><span style="color:#c0c0c0;"><em>*</em></span></p>
<p>Yesterday was a dramatic day in our region. Millions of people poured into the streets of Egypt.</p>
<p>President Mubarak, who has ruled Egypt for 30 years, announced that he will not run in the next presidential elections, and will work to introduce governmental reforms in Egypt.</p>
<p>In Washington, London, Paris and throughout the democratic world, leaders, analysts and researchers spoke about the opportunities that change in Egypt could bring. They spoke about the promise of a new day.</p>
<p>These hopes are understandable.</p>
<p>All those who cherish human liberty, including the people of Israel, are inspired by genuine calls for reform and by the possibility that it will take place.</p>
<p>It is obvious that an Egypt that fully embraces the 21st century and that adopts these reforms would be a source of great hope for the entire world, the region and for us.</p>
<p>In Israel, we know the value of democratic institutions and the significance of liberty. We know the value of independent courts that protect the rights of individuals and the rule of law; we appreciate the value of a free press and of a parliamentary system with a coalition and an opposition.</p>
<p>It is clear that an Egypt that rests on these institutions, an Egypt that is anchored in democratic values, would never be a threat to peace. On the contrary, if we have learned anything from modern history, it is that the stronger the foundations of democracy, the stronger the foundations of peace. Peace among democracies is strong, and democracy strengthens the peace.</p>
<p>One possible scenario, which undoubtedly unites us all, is that these hopes for democracy and a gradual, stable peace process are realized in Egypt.</p>
<p>HOWEVER, THIS is not the only possible scenario. Because far away from Washington, Paris, London – and not so far from Jerusalem – is another capital in which there are hopes.</p>
<p>In this capital, there are leaders who can also see the opportunities that change in Egypt could bring.</p>
<p>They also support the millions who took to the streets.</p>
<p>They too speak about the promise of a new day. But for the people in this capital, the promise of a new day is not in its dawn but in the darkness it can bring.</p>
<p>That capital is Teheran, and I assure you, that the leaders in Iran are not interested in the genuine desires of Egyptians for freedom, liberalization or reform, any more than they were interested in answering similar calls for freedom by the Iranian people, their own people, only 18 months ago&#8230;</p>
<p>The Iranian regime is not interested in seeing an Egypt that protects the rights of individuals, women and minorities. They are not interested in an enlightened Egypt that embraces the 21st century. They want an Egypt that returns to the Middle Ages.</p>
<p>They want Egypt to become another Gaza, run by radical forces that oppose everything that the democratic world stands for.</p>
<p>We have two separate worlds here, two opposites, two worldviews: that of the free, democratic world and that of the radical world. Which one of them will prevail in Egypt? The answer to this question is crucial to the future of Egypt, of the region and to our own future here in Israel&#8230;</p>
<p>Should the forces that wish to carefully reform and democratize Egypt prevail, I am convinced that such positive change would also buttress a wider Arab-Israeli peace. But we are not there yet.</p>
<p>For over 30 years we have enjoyed peace on two fronts. One is a peaceful border with Egypt, and the second the peaceful border with Jordan&#8230; It has changed the world and it has changed the State of Israel. It changed our strategic situation.</p>
<p>That is why preserving the existing peace is vital for us.</p>
<p>We expect any government of Egypt to honor the peace. Moreover, we expect the international community to expect any government of Egypt to honor the peace.</p>
<p>This must be clear, along with the discussions about reform and democracy.</p>
<p>We must also humbly recognize the truth – that these immense revolutions, these dramatic changes, this earthquake – none of this is about us. We are in a turbulent situation. In such situations we must look around with our eyes wide open. We must identify things as they are, not as we’d like them to be. We must not try to force reality into a preconceived pattern.</p>
<p>We must accept that a huge change is taking place, and while it is happening &#8211; keep a watchful eye.</p>
<p>The basis for our stability and our future, for preserving or extending the peace, especially during unsteady times, is by reinforcing the might of the State of Israel.</p>
<p>That requires security and also for us to be honest with ourselves.</p>
<p>To be honest with ourselves and refrain from self-flagellation on account of the problems we are surrounded with and the changes that are taking place.</p>
<p>It is easy to blame ourselves for these and also for the Palestinian issue.</p>
<p>Because when we blame ourselves, we feel that we are in control, that developments depend on us. Otherwise, there are those who feel helpless when faced with these changes&#8230;</p>
<p>I said that we are willing and we want to promote the peace process with the Palestinians.</p>
<p>I have said that the first two components of this peace process are mutual recognition and security. I have said numerous times that we need real security arrangements. Not only because they sustain peace, but also because they ensure our security in the event that peace unravels – and in the Middle East no one can guarantee the survival of any regime.</p>
<p>I HOPE that President Abbas will regard the changes taking place in the region as an opportunity to sit down with us and discuss peace without preconditions, negotiations that take into account changes that will affect Israel and the Palestinian Authority.</p>
<p>I hope President Abbas will join me in a sincere effort to explore the options for a realistic peace with realistic security arrangements needed in the reality in which we find ourselves – for the sake of Israelis and Palestinians and our common future.</p>
<p>In this reality, Israel must fortify its might. We must maintain our security. We must strive for a stable peace with determination, caution, responsibility and, above all, with watchful eyes that recognize reality.</p>
